Subject: Innovative Solution – Flood Control and Groundwater Recharge Aquifer

On September 24, 2025, I had the opportunity to present the proposed solution titled “Flood Control and Groundwater Recharge Aquifer” to the Department of Public Works and Highways (DPWH) at their Main Office. The presentation was attended by representatives from multiple divisions under the Project Development Sector.

The concept received a technically favorable response. DPWH acknowledged the theoretical soundness of the proposal and expressed interest in its potential. However, as with any pioneering innovation, they emphasized the need for real-world validation through a Pilot Project implementation. Once proven effective in actual conditions, the solution stands to be fully accepted and funded by DPWH for broader deployment.

As an ordinary citizen without the financial capacity to self-fund the pilot, I appeal to stakeholders, sponsors, and institutions to consider supporting this initiative. I firmly believe that the Flood Control and Groundwater Recharge Aquifer system—if given the chance—can be a transformative answer to the decades-long flooding and water scarcity challenges in the Philippines. It offers a dual benefit: mitigating urban flood risks while recharging our depleting groundwater reserves, ultimately securing abundant water resources for both urban communities and agricultural sectors.
